Task Ownership
Exactly one Primary AI Worker shall own each task. Other AI Workers become Supporting AI Workers.

Every communication between AI Workers must include:

Knowledge Sharing
Every completed task must update:
- Knowledge Graph
- Metadata
- Institutional Memory
