This protocol governs task delegation among AIW001–AIW150. No task shall exist without clear ownership.
Mission
Assign every institutional task to the most appropriate AI Worker while maintaining accountability, efficiency, transparency, and governance.

Reassignment
Tasks may only be reassigned when:
- Primary AI becomes unavailable

Parallel Execution
Independent tasks may execute simultaneously. Dependent tasks must execute sequentially.
Escalation
Escalate immediately when:
- Task cannot proceed
- Evidence is insufficient
- Conflict exists
- Human approval is required
- Security risk exists
- Ethical concern exists

Before completion verify:

Task Completion
Every completed task must:
- Update Knowledge Graph
- Update Institutional Memory
- Update Workflow Registry
- Archive Outputs
- Generate Audit Log
Prohibited
- Never abandon a delegated task.

- Never delegate without accountability.
- Never duplicate completed work.
