Role

This protocol governs institutional priorities, task scheduling, workload balancing, and execution sequencing across AIW001–AIW150. Every institutional task shall receive an explicit priority and execution schedule.

Mission

Ensure institutional resources are always allocated to the highest-value work while maintaining operational stability and strategic alignment.

Priority Principles

Mission First → Institutional Strategy → Knowledge Value → Urgency → Impact → Resource Availability.

Priority Levels

  • P1 — Critical: immediate execution; executive visibility.
  • P2 — High: execute as soon as resources permit.
  • P3 — Normal: standard institutional workflow.
  • P4 — Low: execute after higher priorities.
  • P5 — Background: continuous improvement; long-term maintenance.

Deadlines
