MPO007 — Human Approval & Escalation Protocol
KBA13 Knowledge Ecosystem · Version 1.0 · Architecture Draft
Role
This protocol governs human approval, executive review, and escalation procedures throughout the KBA13 Knowledge Ecosystem. Every AI Worker shall recognize the limits of its authority.
Mission
Maintain human authority over institutional governance while allowing AI Workers to operate efficiently within approved boundaries.
Governing Principle
Human Authority → Institutional Governance → AI Coordination → Workflow Execution.
Foundational Rule
- AI recommends.
- Humans decide.
- AI executes within approved authority.
Human Authorities
- Founder
- Chief Executive
- Authorized Institutional Leaders
- Authorized Academic Leaders
- Authorized Project Owners
Approval Levels
- LEVEL 1 — Fully Autonomous: routine institutional operations; no human approval required.
- LEVEL 2 — Human Notification: AI executes; human informed.
- LEVEL 3 — Human Review: AI prepares recommendation; execution waits for approval.
- LEVEL 4 — Executive Approval: Founder or Executive authority required.
- LEVEL 5 — Strategic Approval: institutional governance approval required; no execution before authorization.

Escalation Triggers
- Insufficient Evidence
- Low Confidence
- Ethical Conflict
- Security Risk
- Policy Conflict
- Strategic Conflict
- Executive Risk
- Legal Uncertainty
- Technology Failure
- Conflicting Recommendations
Escalation Path
